Question- Discuss the system of free and compulsory primary education ?

Ans.

System of free and Compulsory Primary Education - Article 45 of Indian Constitution refers to Right of Children to Free and Compulsory Education Act enacted on 4th August, 2009. This Act is also popularly known as ‘Right to Education Act’ or ‘RTE’ solely made for the purpose of meeting out the educational requirements of the children.

Under this Act, state government are bound to provided free and compulsory education to children falling under the age group between 6 to 14 years. They are eligible for free and compulsory education till class 8.

This Act, also laid down rules for government, schools, teachers and parents for the successful implementation of the said Act, which in turn will benefits more and more students. Further more, the Act, also laid down rules for student teacher ratio, teacher vacancies, penalties for bad behaviour with children.

Eligibility Criteria - This Act specifically applies to children falling under the age group of 6 to 14 years and who have never attended school or have dropped out can get free and compulsory education till class 8 in nearby government schools or aided schools or even in private schools provided every private schools has to keep 25% of its seats for children from ‘Weaker Sections and Disadvantaged groups’ till class 8.

How this Act is Beneficial to children ?

This Act in beneficial for children in the following ways -

  1. Children can get has education till class 8 in government schools / aided schools / private schools.
  2. Penalties are enforced on harassment of children or conducting screening test.
  3. Children can not asked to leave school or forced to repeat a class till they complete class 8.
  4. Children from weaker / underprivileged / disadvantaged groups can get free education till class 8.
